Is there a systematic way to construct regular polygons (squares, hexagons.
octogons. pentagons, quad-decagons,...) in Visio 2002 (or later versions) for
any number of even sides?

I have stencil at http://www.mvps.org/visio/Downloads.htm that contains a
shape that can be changed from a 3-sided to a 20-sided ahape. (It's the last
one)

The Basic stencil has a few n-gons, and the Visio Extras > Drawing Tools
stencil has an n-gon that you can right-click to get 3-8 sides.
